La Mesa is a city in San Diego County, located 9 miles east of Downtown San Diego in Southern California. Its civic motto is "the Jewel of the Hills."

City governments are chartered by states, and their charters detail the objectives and powers of the municipal government. But in many respects, the cities function independently of the states. In the council-manager form of government, the city council members are elected by the citizens. The members can be elected by districts, at large or in some combination of the two. The city council adopts and amends local ordinances within the boundaries of state law and the city’s founding document usually called the city charter. Most have some kind of central council, elected by the voters, and an executive officer, assisted by various department heads, to manage the city's affairs.
