- Oversee and manage all purchasing and contracting activities for the State of Texas, ensuring compliance with state laws and regulations.
- Develop and implement purchasing and contracting policies and procedures to streamline processes and ensure efficient use of resources.
- Conduct market research and analysis to identify potential vendors and negotiate contracts for goods and services at the best possible prices.
- Monitor and evaluate vendor performance to ensure quality and timely delivery of goods and services.
- Manage and maintain a database of contracts, including tracking expiration dates and renewals.
- Collaborate with various state agencies and departments to understand their purchasing and contracting needs and provide guidance and support.
- Advise and train state employees on purchasing and contract management processes and procedures.
- Conduct audits and reviews to ensure compliance with state laws and regulations.
- Identify opportunities for cost savings and process improvement in purchasing and contracting activities.
- Stay updated on industry trends and changes in contract law to ensure the state's procurement processes are in line with best practices.
- Respond to inquiries and provide assistance to vendors and contractors regarding the state's purchasing and contracting processes.
- Prepare and present reports on purchasing and contracting activities to upper management and government officials.
- Handle any disputes or issues that may arise during the contract negotiation or management process.
- Ensure confidentiality and security of all purchasing and contracting documents and records.
- Represent the state in meetings and negotiations with vendors and contractors.
Bachelor's Degree In Business Administration, Supply Chain Management, Or A Related Field.
At Least 5 Years Of Experience In Procurement, Contracts, And/Or Supply Chain Management.
Knowledge Of State And Federal Purchasing Laws, Regulations, And Best Practices.
Strong Negotiation, Communication, And Organizational Skills.
Experience With Contract Management Software And Proficiency In Microsoft Office Suite.
